APPOINTMENT OF THE
Supervisor of Bankruptcy and Insolvency and the Government Trustee
Temporary appointments for Supervisor & Government Trustee
Temporary Appointment of Supervisor:
In keeping with the Insolvency (Temporary Appointment of Supervisor) Order, SI. No. 40 of 2025, the Executive Director of the Financial Services Regulatory Authority is temporarily appointed as the Supervisor for a period of two years, commencing from the 7th day of February, 2025, and terminating on the 6th day of February, 2027.
Nathalie Dusauzay
Nathalie Dusauzay worked with the Ministry of Finance for seven years before being appointed Senior Manager at the Financial Services Regulatory Authority (FSRA) on January 1, 2014. She was promoted to Executive Director of the FSRA in September 2020. During her tenure at the Financial Services Supervision Unit (FSSU) within the Ministry of Finance, she served as Deputy Director. She also served as Registrar of Insurance during the transitional period from the FSSU to the FSRA. Mrs. Dusauzay gained her auditing experience by working with Deloitte & Touche in France and KPMG in Martinique.
Mrs Dusauzay is currently a member of the National Oversight Committee for AML/CFT of Saint Lucia.
Mrs. Dusauzay holds an MBA, a Master’s degree in Finance (France), and is a Fellow of the Association of Chartered Certified Accountants (ACCA), UK.
Temporary Appointment of Government Trustee:
In keeping with the Insolvency (Temporary Appointment of Government Trustee) Order, SI. No. 45 of 2025, the Corporate Secretary and Legal Officer of the Financial Services Regulatory Authority is temporarily appointed as the Government Trustee for a period of two years, commencing from the 7th day of February, 2025, and terminating on the 6th day of February, 2027.
Hemish Lesmond
Hemish Lesmond is an experienced attorney-at-law and financial services regulator with over two decades of expertise spanning legal practice, regulatory supervision, and corporate governance. He currently serves as Legal Officer and Corporate Secretary at the Financial Services Regulatory Authority (FSRA) of Saint Lucia, where he advises on legal matters, drafts legislation, and represents the FSRA before the Eastern Caribbean Supreme Court.
He holds a Bar Vocational Certificate and a Graduate Diploma in Law from Northumbria University, as well as a BA (Hons) in Economics with Law. His career includes key roles in private legal practice, corporate services, and regulatory institutions, with deep expertise in international financial services, corporate structuring, anti-money laundering compliance, and insurance regulation. He has managed portfolios of international banks, insurance companies, and IBCs, and has played a leading role in drafting and reviewing legislation and policy across the region.
Hemish brings a unique blend of legal acumen, regulatory insight, and practical experience that continues to support the development and integrity of Saint Lucia’s financial services sector. Further, he is also a member of the National Anti-Money Laundering Oversight Committee of Saint Lucia, and a trained Country Assessor of the Caribbean Financial Action Task Force.
